Manifestation by Senator Poe on the concurrence of ILO Convention 151
Manifestation by Senator Grace Poe, Chairperson of the Senate Committee on Public Services on the concurrence of the ratification of Convention 151 Labour Relations (Public Service) Convention, 1978 by the Senate of the Philippines
This is a manifestation. I believe that the ILO Convention 151, which guarantees our government employees the right to form unions, to negotiate for fair compensation, and better work conditions and be protected from anti-union interference and union active practices will only serve to strengthen our civil service system – na hindi sila matatakot na gawin ang kanilang paniniwala (that they will not be afraid to do what they believe is right).
A strong bureaucracy, Mr President means strong institutions and I believe that this is what our country sorely needs – strong public institutions. We need to establish strong institutions if we want to sustain the gains we have made. We need to have strong institutions if we want to have an effective and efficient government that we all deserve no matter what the administration’s situation is, Mr President.
