Launching of Domestic Workers Skill Training on Household and Family Cooking

The Government of Indonesia has adopted the new National Work Competence Standard (SKKNI) 2015 for Individual Service Serving Household under the Ministrial Decree no. 313/2015. The new SKKNI has accommodated some elements from the Regional Model Competency Standard (RMCS).

Background

The ILO Jakarta Office is currently implementing PROMOTE project aiming at promoting decent work for domestic workers (DWDW) and eliminating child labor in domestic sector. One of the project outputs is the recognition and improvement of job skills for domestic workers that will be achieved through the development of skills curriculum referring to the National Work Competence Standard (Standar Kompetensi Kerja Nasional Indonesia/SKKNI) for Domestic Work.

The Government of Indonesia has adopted the new SKKNI 2015 for Individual Service Serving Household under the Ministrial Decree no. 313/2015. The new SKKNI has accommodated some elements from the Regional Model Competency Standard (RMCS). The SKKNI 2015 is used as main reference to organize training/education activities for both migrant and local domestic worker and also to assess their competency to be done by certification agencies. For local domestic worker (or those working inside the country), the curriculum, in one side, needs to be simplified to suit the local needs and in other side, needs to be strengthened with more elements on protection such as critical attitude and life skills.

The ILO’s PROMOTE Project has developed curriculum of 2 skill training programmes for local domestic worker, namely housekeeping (including laundry) and family cooking referring to the SKKNI 2015. The curriculum is also equipped with syllabus and modules to be tested in the domestic worker (DW) school of the JALA PRT and LPKP (members of JARAK). The project has also facilitated training of methodology for instructors to deliver the curriculum based on the certification of MoM (Ministry of Manpower) standard.

Prior to testing in the DW school, a training need assessment has been conducted as a basis to develop competence based training (CBT) programmes for DW skill training in Malang both for community and center based models. Based on the CBTs, session plan of 21 units covering housekeeping, laundry and cooking have been developed and were simulated to get feedback and inputs for learning process of the skill training.

Under the second phase of JARAK’s action programme, LPKP (a member of JARAK) will pilot the DW skill training programme in Malang for 200 lesson hours both for community and center based models. The community based model has been started since 25 August and will last to mid December 2016 in 5 communities in Malang, while the center based model will be implemented started on 3 up to 25 October 2016 at Learning Activity Center (Sanggar Kegiatan Belajar/SKB) Malang. In order to raise public awareness and self confidence of the participating domestic workers.

The launching will invite about 125 persons comprising of 50 participants of community based model, 25 participants of center based model and 50 participants from related stakeholders such as instructors, community organizers, employer representatives, trade unions, Manpower Office from city/district and provincial level, Social Affair Office, Education Office and Community Empowerment Office and journalists.
