10 Years Roads for Development (R4D) in Timor-Leste (2012-2022)
Improving rural roads access was considered as one of the key conditions for rural social and economic development. Recognizing its importance, the ILO provided technical assistance to the Government of Timor-Leste for implementation of Road for Development (R4D).
Improving rural roads access was considered as one of the key conditions for rural social and economic development. Recognizing its importance, with funding support from the Government of Australia, the ILO provided technical assistance to the Government of Timor-Leste for implementation of Road for Development (R4D) – the Government of Timor-Leste leading programme for rehabilitation and maintenance of the country’s core rural road network. The overall goal of the programme is that women and men in rural Timor-Leste are deriving social and economic benefits from improved road access.
R4D was implemented in 3 phases: Phase I from April 2012 to March 2017, Phase II from April 2017 to June 2021 and Bridging Phase from July 2021 to December 2022. The Programme has achieved the following Outcomes:

- Social and economic benefit, employment and income from improved road access for rural Timor-Leste
- Effective management of rural roads at both national and municipal government level, policy and institutional level
- Increased contractor capacity in selected rural communities.
