Employers and workers support the new COVID-19 risk assessment service for enterprises

The recently launched risk assessment service by the ILO and its partners, aims to help employers and workers to jointly create safe and sustainable workplace as well as accelerate the reopening and return to office movement.

Employers’ and workers’ organizations supported the launch of the new web-based COVID-19 risk assessment service to enhance enterprises’ safety measures to ensure safe and sustainable workplaces. The service was jointly developed by the ILO in collaboration with the Ministry of Manpower, supported by the Government of Japan.

The assessment service was recently launched on 28 September by Minister of Manpower, Ida Fauziyah, Deputy Chief of Mission of the Embassy of Japan, Masami Tamura and Michiko Miyamoto, Country Director for ILO in Indonesia. During the launch, Minister Ida praised the establishment of the free service as a means to reinforce the tripartite collaboration to continue strengthening the occupational safety and health (OSH) regulatory and management system at national and workplace levels.

Danang Girindrawardana, Executive Director of the Indonesian Employers’ Association (Apindo), welcomed the free COVID-19 assessment service that provides tailored services based on the conditions of the companies. “The assessment service will help enterprises to develop short and long-term infection control measures for each workplace and to support enterprises’ preparedness to respond to any outbreaks,” he said.

Meanwhile, Ristadi, President of the Confederation of National Workers Union (KSPN), wished that the assessment service would be able to help trade unions to identify and record workers affected with COVID-19. “It is difficult for us to really know the number of workers with COVID-19. We only have a rough estimation. We hope that this service assessment can provide us with the actual data so that we can more effectively collaborate with the enterprises to ensure workers’ safety,” he stated.

Built based on a commitment of employers and employees to the joint action with the government to set a solid basis to fight against COVID-19 and its socioeconomic impact, the service facilitates the need of the bipartite to safeguard business continuity while providing overall care of the workforce. The service also promotes a health and safety culture through its employees’ survey to analyze workers’ awareness and behavior towards COVID-19 health protocols to determine the effectiveness of a safety system.

The service is provided for free to benefit up to 1,500 workplaces by strengthening their preventive measures as guided by professional occupational safety and health (OSH) doctors. The risk assessment service also allows enterprises to register up to five workplaces and review risk factors in the workplaces. It also conducts employee surveys to assess workers’ risk awareness and behaviors.

Dr. Yuka Ujita, ILO’s OSH Specialist, believed that the assessment service would be beneficial for Indonesian workplaces considering the importance of workplaces in disseminating information and amplifying awareness regarding OSH mechanisms. In agreement, Dr. Eddy, Chair of the Indonesian Medical Association for Occupational Health (IDKI), as the implementing partner, said that the risk assessment service also empowered managers and the OSH committees to provide practical risk control.

Abdul Hakim, Project Manager for the ILO’s Enhancing COVID-19 Prevention at and through Workplaces project, explained that the service goes far beyond the COVID-19 prevention. “We integrate the core values based on the OSH principles so workplaces can also improve prevention of work accidents and occupational diseases as well as promotes compliance with OSH standards and the respective policy within the company,” he added.

He also guaranteed the safety of data and information compiled by this service assessment tool. The assessment service would also complement the mandatory Manpower report for companies particularly on good standards in OSH management system. “The ILO believes that a strong and resilient occupational safety and health environment is vital for crisis recovery, prevention and promotion of decent work,” he said.
