The ILO through its SafeYouth@Work Project has continued to work together with its social partners at both national and provincial levels to promote occupational safety and health (OSH) related strategies and programmes in Indonesia. These partnerships and collaborations are aimed to create a culture of prevention in the country.

Development of the National OSH Programme 2020-2024

A series of meetings were held from April to May 2019 with the Directorate on Labour Inspection Norms of Occupational Safety and Health (PNK3) of the Ministry of Manpower to develop the National OSH Programme for the period of 2020-2024. These series of meetings were a follow-up to the National OSH Program Development Workshop held in January, with focus on five OSH strategic issues: 1. Vision, mission and policies; 2. Institutional strengthening; 3. Human resources development on OSH; 4. OSH awareness raising and promotion; and 5. OSH data reporting and management system.

The meetings involved a small team of 33 people from relevant ministries (such as Ministries of Employment, Health, Public Workers and Public Housing), the State Body on Social Protection (BPJS), workers’ and employers’ organizations, academia and youth champions. They discussed about the development of programmes aimed to decrease the number of occupational accidents and deaths, to improve collaborations among relevant stakeholders, to strengthen OSH studies/research and to better protect young workers as a response to the 2030 demographic dividend.

"The involvement of multi representatives of ministries/institutions and organizations in developing the National OSH Programme 2020-2024 is a crucial step to increase the sense of ownership of the National OSH Programme,” said Dr. Sudi Astono, Head of Sub Directorate of Construction, Electricity, Building and Fire Prevention, Directorate of PNK3, adding that the issuance of the final draft of the National OSH Programme 2020-2019 will be in July 2019.

Provincial OSH stakeholders taking action to protect young workers A series of provincial trainings on OSH and the protection for young workers were conducted by the ILO’s SafeYouth@Work Project in four provinces (Aceh, Banten, Central Java and East Java), with support from the National Occupational Safety and Health Council (DK3N). Conducted in the end of March to the beginning of April 2019, these series of trainings have benefited 136 participants, representing the Provincial OSH Council (DK3P), OSH officers, trade unions and young workers.

These series of trainings concluded with key recommendations to support: 1. The advocacy activities to mainstream OSH issues to the education sector; 2. OSH campaigns; 3. Increased implementation of OSH studies; 4. capacity building; 5. OSH protection improvement, specifically for young workers; and 6. Monitoring programme for the implementation of OSH in companies, including the formation of OSH cadres.

“This type of training is important for members of DK3P so that we can better develop an OSH programme, particularly for young workers to be submitted to the DK3N at the national level. Inputs from the provinces are important to strengthen the National OSH Programme 2020-2024," said Hanifa Maher Deny, OSH expert from Central Java, who is also a lecturer at Diponegoro University.

A similar notion was also came from Aceh Province. Ichwan, labour inspector of the Provincial Manpower Office of Aceh, emphasized the importance of improved communications among relevant stakeholders at both national and provincial levels. “It is important to be on the same page about the protection of young workers at the workplaces. We need to have a synchronized strategy and programme at both national and provincial levels,” he said.
