Manage.COOP, a new ILO training programme to support existing cooperatives, pilot tested in Tanzania
The ILO’s Cooperatives Unit (COOP) organized a pilot training of trainers’ (ToT) workshop to test Manage.COOP, a newly developed training tool.

The ILO’s Cooperatives Unit (COOP) has worked on developing a new training programme, Manage.COOP, to support established cooperatives. It is a low-cost, easy-to-use training tool for managers and workers designed to improve management and sustainability of cooperatives.
The training package, that has been in the making since 2021, consists of a training guide (fortrainees) and a methodological guide (for trainers). It is divided into six modules, namely, governance and leadership, effective and open communication, conflict management, business and market growth, financial management, and human resource management. It aims to help cooperatives with daily management of operations and improving governance, and typically targets board of directors, current and prospective managers, financial staff, and members aspiring to join the board. Manage.COOP draws on technical content and activity-based learning methodologies from existing ILO cooperative training tools such as Think.COOP, Start.COOP, and My.COOP.
A pilot training of trainers’ (ToT) workshop was organized in Arusha, Tanzania from 2 to 12 October 2023. It tested and validated the training content and methodology and trained field trainers for preliminary roll-out with cooperatives. The training workshop brought together 16 participants from the ILO and Tanzanian, Ugandan, and Kenyan cooperative support, education and apex institutions.
Albert Mruma, senior master trainer on cooperative development, and Marian Boquiren, lead developer of the training programme, facilitated the workshop.
While the workshop mainly focused on the transfer of knowledge on the Manage.COOP tool, participants provided valuable feedback and input for the finalization of the tool, and developed country-specific actions plans to roll-out the programme and institutionalise it on the long run.
As next steps, the training programme will be updated and finalized based on the inputs provided during the pilot testing. It will then be promoted for use based on needs assessments in different countries as part of new or existing ILO interventions to support cooperative and build a network of certified national and international trainers. Manage.COOP will be dedicated to the late Francis Mulwana of the Uganda Cooperative College. A truly passionate and joyful cooperator, Mr. Mulwana passed away in Arusha, Tanzania on 10 October 2023 while he was participating in the pilot-testing workshop of Manage.COOP. At ILO COOP, we extend our deepest condolences to his family and his friends and colleagues in the Uganda Cooperative College.
