Assessment of Public Employment Services and Active Labor Market Policies in Kenya

In the context of the PROSPECTS programme on forced displacement, the ILO and the National Employment Authority (NEA) in Kenya commissioned a comprehensive rapid assessment to determine the feasibility, nature and scope of employment service strengthening and modernization particularly in the major refugee-hosting counties of Garissa and Turkana.

 The report is organized into three key sections:
  • An introduction outlining details of the assessment and the policy and legal framework on employment services in Kenya.
  • A closer look at employment services offered by the national government, county governments, civil society organisations, the private sector and relevant services to vulnerable groups.
  • The report then delves into the NEA itself in terms of its structure, functions and services, and concludes with practical recommendations to strengthen inclusive employment services in Kenya.
