France and the International Labour Office sign new partnership agreement for 2025–2029

On 5 September 2025, France and the International Labour Office signed a new partnership agreement covering the period 2025–2029, thereby extending more than twenty-five years of technical cooperation between France and the International Labour Organization.

Since 1999, the Ministry of Labour has supported, through voluntary contributions, development cooperation programmes implemented by the International Labour Office around the world, particularly in West Africa. These programmes aim to promote decent working conditions, universal social protection and the strengthening of fundamental principles and rights at work. 

The new agreement, developed under the coordination of the Delegation for European and International Affairs (DAEI), in close collaboration with the French Government Delegation to the ILO and the social partners, brings together all French ministries and partner institutions that cooperate with the International Labour Office. These include the Ministry for Europe and Foreign Affairs, the Agence Française de Développement, Expertise France and France Travail. 

A partnership structured around five priority areas 

The 2025–2029 agreement finances five major cooperation projects that build on ongoing efforts: 

  • Eliminating child labour and forced labour
  • Preventing violence and harassment at work, and promoting equal pay and career opportunities for women and men
  • Ensuring occupational safety and health
  • Supporting a just transition towards environmental sustainability
  • Advancing universal access to social protection and promoting a living wage 

A cross-cutting theme underpins all interventions: the promotion of decent work in global supply chains. 

In addition, France will continue to support the Regular Budget Supplementary Account (RBSA), which finances emergency actions of the International Labour Office.  

The agreement also provides continued support for the functioning and activities of the ILO Office in Paris, which ensures permanent engagement between the Organisation and its French constituents. 

A continued commitment to multilateral cooperation 

Through this agreement, the Ministry of Labour, Health, Solidarity and Families reaffirms France’s central role in international cooperation on social and labour issues.
