Reference guide for Employment Impact Assessment (EmpIA)

This document sets out guidelines for the ILO Employment Policy, Job Creation and Livelihoods Department (EMPLOYMENT) on employment impact assessments (EmpIAs). This is especially relevant for the department, as without solid impact assessment the credibility and reliability of policy orientation efforts can be challenged, with significant implications for the validity and accountability of the department's work, as well as for resource mobilization.

These guidelines are the result of long discussions within the Task Force on EmpIA established within ILO EMPLOYMENT, in order to review the existing EmpIA tools in the department and provide recommendations on the way forward.

The document describes the methods and tools most frequently used by ILO EMPLOYMENT and discusses some frequently asked questions, posed both to specialists in the field and at ILO headquarters. It is worth mentioning that 12 previous reviews of EmpIA methodologies at ILO EMPLOYMENT have already been conducted. It is not the purpose of this document to repeat those reviews, but to focus on how the department uses or should use them.
