Based on studies of two irrigation systems in which a contract approach to local infrastructure development is used to enhance the roles and responsibilities of farmers in irrigation management. Presents a critical review of this approach, focusing on the organization of farmers' associations and forms of negotiation and contracting. Considers the potential for future development of the approach.
