These issue papers are meant to stimulate and guide discussions to improve the IRAP planning procedures in Laos and other Asian countries where activities are starting such as Indonesia, Cambodia, Mongolia and Thailand. They provide valuable information and guidelines that can usefully be adapted to different countries
