Enabling Employment Opportunities for Asylum Seekers in Albania

The project aims to increase opportunities for the labour market integration of asylum seekers, refugees and other individuals granted international protection in Albania.

The ILO has been entrusted by the UNHCR to implement the project which aims to increase opportunities for labour market integration of asylum seekers, refugees and other individuals granted international protection in Albania.

The project strives to achieve the following key outputs: i) The Legal system for the labour market integration of asylum seekers, refugees is reviewed and proposals for its improvement discussed by labour market and educational/training institutions; ii) Labour market and education/training institutions and social partners are trained and informed on migrant workers’ rights and obligations. 

In close cooperation with the UNHCR and the competent authorities, the ILO will address the main legal and administrative barriers that asylum seekers, refugees and other individuals granted international protection face in their efforts to have access to the labour market. Through the analysis and revision of the legal framework, the ILO and UNHCR will explore opportunities and policy options to encourage the competent authorities at central and local level to be more flexible in their legislation and practice to facilitate access to employment and economic activities. In doing so, the ILO and the UNHCR will advocate on that basis, providing persons of concern with necessary skills and opportunities. They will facilitate broader integration processes, alleviating pressures on national services and welfare systems, and allowing refugees and asylum-seekers to contribute towards Albania’s overall socio-economic developement.
