BackgroundStrong and representative business organizations play a vital role in an economy and society. They contribute to private sector development, growth in decent work, and improvements in industrial relations. They can help bring about a more peaceful and stable country and advance the UN’s Sustainable Development Goals. However, ILO experience shows that only those employers and business membership organizations that constantly adapt their structures and services to respond to their member’s needs and rapidly changing contexts will remain relevant and effective in the long term.
The Mongolian Employers’ Federation (MONEF) was established in 1989 and has more than 8,000 direct members through branch offices in all 21 provinces of Mongolia. With thirty years of experience, and as a member of the National Tripartite Council and National Council of Employment, the organization has an important role to play as the representative voice of employers on economic and social policy. MONEF also plays an important role in delivering tailored services to members across a number of topics.
With the changing political, economic and social environment in Mongolia opening opportunities for business organizations to engage in new and important areas, it is critical that MONEF has a strong and revitalized strategy as an organization for representing the private sector and serving member’s needs. Such a strategy will assist the organization to optimize their organizational structure or governance and management practices to remain independent; to increase their representativeness, financial sustainability and leadership capacity; to create, strengthen and deliver services that respond to the needs of existing and potential members; and to enhance their ability to influence policy development and provide leadership on policy issues.
Recognizing this, the ILO’s Bureau for Employers’ Activities (ACT/EMP), in collaboration with the ILO Country Office for China and Mongolia, is supporting MONEF to undertake a strategic review and planning exercise with the objective of developing a new strategic plan (2020-2030).
Objectives of the workshopIn preparation for the strategic planning exercise, MONEF established a working group in April 2019 and initiated a series of membership surveys in May 2019 to assess the quality of services provided and identify the services needed by members. Based on the data collected, a draft strategic plan has now been produced and circulated among the board and selected members for discussion.
The workshop will provide an opportunity to (1) review the draft document and gather feedback, and with the support of ILO ACT/EMP, (2) identify lessons learned and guidance for implementation of future work through review of the organizations impact, effectiveness and efficiency under the previous strategic plan.
Participants of the workshop25 participants including representatives of the MONEF Board of Directors, secretariat, member companies, professional associations and ACT/EMP will attend this workshop.
