Hong Kong Labour Department

The Labour Department is the principal government agency responsible for the execution and coordination of labour administration functions in Hong Kong SAR. Since 2003, the Department has also had a strengthened role in labour policy formulation. In addition to providing comprehensive employment services, the Department enforces labour laws, improves employees' rights and benefits, fosters harmonious labour relations and promotes safety and health at the workplace. It also provides services and information to both workers and employers and educates them on labour laws.

The Department promotes tripartite dialogue through the establishment of industry-based committees. The high-level tripartite Labour Advisory Board (LAB) advises the government on labour issues, including legislation and ILO Conventions and Recommendations.

The Department is headed by Mr Carlson CHAN Ka-shun, Commissioner for Labour, who also serves as the Chairman of the Labour Advisory Board.
