First 23 TRANSFORM Social Protection Trainers Trained

The first ever TRANSFORM Leadership and Transformation Learning Package on Building and Managing Social Protection Floors in Africa Training of Trainers (ToT) successfully concludes with 23 newly trained trainers from the African region

LUSAKA (ILO NEWS) - The TRANSFORM ToT was conducted over a period of two weeks from the 16th to the 27th of October 2017 at the Chaminuka Lodge in Lusaka, Zambia. The 23 trainers represented government, academia, the private sector and the UN system from Zimbabwe, South Africa, Ethiopia, Tanzania, Malawi, Kenya, Zambia, Mozambique, Lesotho, Ghana and Mauritius. The participants had been selected through a call for application distributed through TRANSFORM regional partners’ networks. Over 200 applications were received. In addition, seven regional and international experts were invited as resource persons.

Dr Flora Myamba, an independent consultant from Tanzania, enjoyed her experience at the ToT. She was previously part of the first country application of TRANSFORM as a trainee in Tanzania earlier this year. Dr Myamba stated that she now feels empowered and confident enough to spearhead Social Protection in her country and sub-region by using the TRANSFORM Learning Package to train other people.

The TRANSFORM Learning Package encompasses materials and methods for adult learning to help decision-makers and practitioners to take ownership in building their national social protection systems. It has a strong focus on experiential learning thereby making it very involving for the participants. The ToT included participant-led activities such as jargon busters, journaling, the mapping of driving and restraining forces, and presentations and reflections on Social Protection systems all with the objective of help spurring decision-making based on values as well as to “unlearn and deconstruct” Social Protection beliefs.

Mr Stanfield Michelo, a participant from Zambia, appreciated the different training methodology and focus of TRANSFORM, as it is aimed at achieving a shift in the mind-set of Social Protection practitioners and policy makers. Mr Michelo’s future plans are to contribute to Social Protection systems development and administration and conduct trainings in various countries around the region.

Furthermore the ToT also fostered the exchange of ideas and experiences among the participants who were left feeling more confident about training others in the field of Social Protection. Future plans are underway to tailor the TRANSFORM package to the needs of national level trainings in the region as well as translating the materials into Portuguese and French. As an immediate step a national ToT will take place this November in Ethiopia. An online version of TRANSFORM is also currently being developed and will be launched in 2018.

Background

TRANSFORM is an African Learning Package created at the request of the African Union and developed by African experts, sharing their knowledge and experience both in the development of this approach and in taking it forward as it rolls out. TRANSFORM is an innovative learning package on the administration of national social protection floors in Africa. It is a ONE UN initiative brought forward by several UN agencies including UNICEF, UNDP and ILO. It is also the fruit of a long lasting partnership between the UN, the EU Social Protection Systems/Finland and Irish Aid, who have contributed greatly to its development since 2015.
