Sampling

Sampling Procedure
The sample is based in a two-stage sampling procedure. In the first stage are selected the geographical areas (PSU) with a proportional probability to the size of the enumeration area. In the second stage within each geographical areas (once selected in the first stage) are selected a fix number of households by equal probability systematic sampling method. The sampling frame for LFS is based on the Population Census of 2001 and the updated household list. Two sample stage selections are done: in the firs step were chosen geographic zones or primary sampling units (PSU), and in the second stage were selected the families inside these selected zones.
The sample selection was made in two stages; in the first step were selected the geographical areas and in the second stage were randomly selected the households inside these areas. The sample size for LFS 2012 was 5040 household for each calendar quarter of 2012. During 2012 the LFS became a quarterly survey, with a rotating sampling scheme, in order to provide reliable quarterly estimates on employment and unemployment at national level.
Deviations from the Sample Design
Albania's LFS is carried out on a continuous basis since 2012, with a quarterly sample which is:
a) spread evenly throughout all reference weeks of the quarters and of the year;
b) representativeof the whole target population; and c) with a full geographical coverage.
Response Rate
From the selected households, the 69 percent answered the LFS questionnaire. According to the table below, the selected households shows that the answered of the LFS questionnaire is equal to 68 percent.

Annual non-response rates by survey waves
Period Non-response rates by survey waves (%)
Wave 1 Wave 2 Wave 3 Wave 4 Wave 5

Annual average 2012 32.0 34.9 33.9 30.9 28.4
Weighting
The LFS methodology is in full accordance with the EUROSTAT standards and guidelines as regards to the representation of sample, coefficient of the variation of the main indicators, the drafting and the weighting of data. The sampling weights are calculated following several steps and take into account the sample design, adjustment for the household level no-responses, and the calibration with the demographic data. For the Labour Force Survey data weighting procedure is used the population calculated based on the Population and Housing Census, and on the demographic events (births and deaths) provided by the General Directory of Civil Status.
