Abstract
The Labour Force Survey (LFS) in Albania has been carrying out by INSTAT since 2007 with annual periodicity. The survey is household-based and the unit of observation are all household members aged 15 years and older. The main objective of LFS is to establish a sustainable labour market statistics system according to EUROSTAT recommendations and guidelines. Based on the data gathered through LFS it is possible to make a quantitative and dynamic assessment of labour market developments, to define the participation of all persons aged 15 years and over in labour market, the employment rate, the employment by economic activity, by sex and age-group, unemployment rate, women participation in labour market, etc.

Sampling

Sampling Procedure
The sample is based in a two-stage sampling procedure. In the first stage are selected the geographical areas (PSU) with a proportional probability to the size of the enumeration area. In the second stage within each geographical areas (once selected in the first stage) are selected a fix number of households by equal probability systematic sampling method. The sampling frame for LFS is based on the Population Census of 2001 and the updated household list. Two sample stage selections are done: in the firs step were chosen geographic zones or primary sampling units (PSU), and in the second stage were selected the families inside these selected zones.

The sample of the survey covers all the territory of Albania. The sample represents the whole population as well as its most typical groups. Institutional population, which includes: dormitories, rest home/eventide home, day care centers, orphans' home, prisons, people who live in hotel-motel-guest house, house of army members, in long term stay in pay hospital etc, are not covered in the survey.

The sampling frame for the LFS is based on summary data for the census enumeration areas defined for the 2011 Albania Census of Population and Housing. The availability of this recent sampling frame will ensure that an effective and representative sample can be selected for the survey. Albania has 11,726 PSU-s (5,202 urban PSU-s and 6,524 rural PSU-s). Albania is divided administratively into 12 prefectures.
The sample selection procedure for the Quarterly LFS is based on a two-stage sample design. SAS software is used to select the sample of PSU-s systematically with PPS within each stratum at the first sampling stage. This program generated an output file that includes the first stage probability of selection for each sample PSU. In the second stage 10 households from each sampled PSU are selected by simple random sampling.
Deviations from the Sample Design
The QLFS uses a rotational sampling design, whereby a household once initially selected for interview, is retained in the sample for a total of five consecutive quarters. The same household is scheduled to be interviewed, exactly after 13 weeks apart, so that the fifth interview takes place one year on after the first. According to the rotational sampling design, each quarter one fifth of the selected households are new and 80 percent of them are in common. So, in each quarter, in the selected sample, 1008 new households are added and the same number of households that has been interviewed for five consecutive quarters is dropped out from the sample. The sample size for QLFS is 5040 households for each calendar quarter.
Response Rate
The rate of completeness for users is around 89.7%, because INSTAT collects all relevant information except the information regarding contract with a temporary employment agency.

Weighting
The LFS methodology is in full accordance with the EUROSTAT standards and guidelines as regards to the representation of sample, coefficient of the variation of the main indicators, the drafting and the weighting of data. The sampling weights are calculated following several steps and take into account the sample design, adjustment for the household level no-responses, and the calibration with the demographic data.

The Questionnaires for the LFS includes the following modules:

- HOUSEHOLD MEMBERS: List of demographic characteristics of household members.
- INDIVIDUAL QUESTIONNAIRE: For all persons aged 15 years old and over on last day of the reference week and usually present in the household. This module includes: Labour Status, Characteristics of Main Job, Working Time, Second Job, Work Patterns, Work Experience Abroad, Previous Work Experience of Persons Not in Employment, Search For Employment, Education and Training and Situation One Year Ago.

Data Appraisal

Data Appraisal
After non-response has occurred, it is sometimes possible to calculate unit nonresponse, in which the entire observation (information) unit is missing. In the determination of the sample’s weights there could be marked out several steps. For the determination of QLFS sample weights the following was done:
- The inclusion probability of each household and it’s corresponding design weight were calculated; For each stratum the design weights were adjusted according to the actual response rate;
- The weights were calibrated taking into account the demographic data (age, prefecture, urban/ rural). Different age and sex groups of persons have a different status of labour force. In order to get unbiased estimations of status of labour force, it is important that weighted demographic structure of surveyed households correspond to results of population census or demographic statistics. For calibration, we have used demographical statistics data about gender and age, prefecture, urban and rural area of people living in Albania. The calculation was performed by means of the software product Genesess developed at Statistics Italy.
- The process of Editing and Imputation for LFS:

1.During the fieldwork the localization of errors is divided into two principal phases:

a) Editing during the interview
b) Review of questionnaires after the interview

2.The second phase of Editing & Imputation is a procedure of localization of errors for all questionnaires where the most important phases are:

a) Checking the recording structure
b) Detecting duplications among households and framework errors
c) Detecting household structure and control variable errors.
