The Korea Chamber of Commerce and Industry (KCCI) is the oldest and largest business organization in Korea. The KCCI's Human Resource Development (HRD) Division has actively provided vocational education and training services for the youth and the unemployed/underemployed people domestically through its 7 HRD Institutes nationwide under the Korean government’s mandate. Moreover, KCCI also has been participating in diverse overseas projects commissioned by the Korea International Cooperation Agency (KOICA), Korea Exim Bank, and other domestic and international organizations since 1998.

Providing technical and vocational skills to youth and adults to have relevant skills for employment has been an important mission for KCCI. Especially, recognizing the Small and Medium Enterprises (SMEs) as a backbone of Korea’s industrial sector, KCCI has been cooperating with Regional Councils and Industry Skills Councils to meet the skills needs of SMEs in the fast-changing world of work. However, such macroscopic demand forecasting and supplier-oriented training lead to constant structural mismatch. KCCI’s solution for skills mismatch called “Innovative Clusters Governance” aims to match the training needs of the local businesses and their employees innovative ideas.
