Applying the G20 Training Strategy in Jordan (Phase 2)

Training Workshop on: Systems of Sectoral TVET Governance

The training workshop aimed at sharing national, regional and international experiences of establishing sectoral systems of TVET governance so that stakeholders in Jordan can consider options for improving the current system in the country. The workshop also introduced key issues to be addressed when establishing Sector Skills Councils and other bodies involved in the governance of TVET at a sectoral level.

The workshop was held to advance project activities under the following project outcomes framework:

Project Immediate Objective 2: To strengthen skills training systems in economic sectors through development of capacity for producing and applying occupational standards, qualifications, programs of competency-based training and assessment instruments

Objective of the Project Activity 2.1.2.
: Industry bodies and Sector Skills Councils (SSCs) introduced or improved systems of sectoral TVET governance

Content 

The project’s stock-taking report on ‘Governance of Skills Development’ served as the main technical reference for delivery of this workshop. The report:
  • Provides an overview and diverse examples of TVET governance in selected countries including project beneficiary countries;
  • Considers governance at three levels of interaction between stakeholders in skill systems: national level, sectoral level and regional and community levels;
  • Summarizes factors impacting the effectiveness of sectoral TVET governance systems.

Participants 

Policy makers and technical professionals from government bodies, training and education agencies and representatives of employers' and workers' organizations in Jordan.

Outcomes 

  • Familiarization of participants with the concept of TVET governance. Participants were provided with knowledge to identify distinct features of systems of TVET governance around the world;
  • Knowledge developed on effective approaches to sectoral TVET governance, including the operation of Sector Skills bodies;
  • Development of a common understanding of the challenges and opportunities of reforming the current TVET governance structure in Jordan;
  • Policy makers and technical professionals from government bodies, training and education agencies, and representatives of employers’ and workers’ organizations in Jordan.
  • Improved awareness of the Project’s objectives, its structure, key documents, expected outcomes, and working processes;
  • Discussion of key actions and issues to be addressed by sectoral TVET governance bodies -planned to be established in Jordan.
