Workshop on Social Dialogue in the Water Sector

A national workshop on Social Dialogue in the Water Sector was held in Nairobi, Kenya, on 26–27 November 2007, as a follow-up to the 2003 Tripartite Meeting. It was organized by the Sectoral Activities Department in cooperation with ILO Offices or representatives in Addis Ababa, Ethiopia, Dar Es Salaam, Tanzania and Nairobi, as well as Public Services International (PSI), and representatives of the Government and the social partners in Kenya.

The aim of the workshop was to promote social dialogue in the water utilities in Kenya. It sought to assist the implementation of the Decent Work Country Programme for Kenya and to improve effective delivery of the services. The workshop also promoted the recognition and respect for the rights and principles embodied in the ILO’s Declaration on Fundamental Principles and Rights at Work. Specific objectives included:
- to discuss the role of social partners in delivering quality public services in the water utilities; and
- to enable social partners to agree on strategies and recommendations for improved social dialogue in the water utilities in Kenya.

The workshop participants adapted a set of conclusions and recommendations. They decided to increase public awareness of the reform process in the water sector. They also decided to establish joint staff committees at the enterprise level, and a joint industrial council at the sectoral (national) level, using or reviving the existing mechanisms. These mechanisms would seek to resolve issues at the workplace level, to improve the flow of information among the stakeholders, and to identify common understanding and solutions. They also agreed to submit these conclusions and recommendations to all stakeholders and relevant Ministries for follow up. The final report is available in English.
