COVID-19 and the tourism sector

Tourism is a major driver of jobs and growth. But COVID-19 has dramatically changed this. The impact on tourism enterprises and workers, the majority being young women, is unprecedented. Timely, large-scale and, in particular, coordinated policy efforts both at international and national levels are needed in consultation with governments, employers’ and workers’ representatives, taking into consideration relevant ILO international labour standards.

This working paper summarises how issues directly related to the future of work have been discussed by ILO constituents in sectoral meetings held since 2010, as further material for reflection by the Global Commission on the Future of Work, as it carries out its important and ambitious programme of work. It has also been prepared to inform and inspire ILO constituents in specific sectors, who in recent years have launched their own debates and exchanges at national, regional and global levels on the future of work.

Tourism is one of the fastest growing industries worldwide, and it’s growing most quickly in emerging and developing countries. Currently, UNWTO calculates that tourism is responsible for 9% of global GDP, for over 1 in 11 jobs and for USD 1.3 trillion in global exports annually. Inclusive business in tourism can be defined as tourism that increases business linkages between people from low-income communities and tourism-industry actors for long-lasting mutual benefit.
