This report served as background paper for the 13th Session of the Joint ILO–UNESCO Committee of Experts on the Application of the Recommendations concerning Teaching Personnel(CEART).
This paper highlights four key areas of challenge (recruitment and pre-service training; continuous professional development; working conditions; social dialogue), offering a global overview of strengths and weaknesses in national TVET systems. These are then compared to the current policy debates and reforms taking place across the world to consider the most appropriate steps forward.
