This report provides the context within which to discuss the subject of, and means to address, labour and social issues arising from problems of cross-border mobility of international drivers.

It provides a snapshot of the issues which international transport carriers and drivers working in the main international corridors regularly encounter when physically crossing an international border. It presents possible means of addressing these issues, providing examples of what some countries are doing, or proposing, to improve the situation. This report identifies the difficulties encountered and proposes a series of constructive solutions and recommendations to address them.
