The global trend to overhaul and revise welfare and social protection systems further increases the need for well-qualified quantitative social protection analysts and managers. Many developing countries and transition-economies, but also some industrialized countries, do not have these specialists or managers; neither do they have access to comprehensive, concise and problem-orientated training programmes. Well-trained experts in each country would make a notable difference with respect to the development of effective social protection strategies for the extension of social protection and through good governance to the long-term viability of national social protection systems and thus to people’s long-term social security.

This policy paper: (i) provides a global overview of the organization of maternity cash benefits and maternity care in 188 countries; (ii) analyses trends and recent policies, e.g. extension of maternity protection coverage in a large number of low- and middle-income countries; (iii) describes the negative impacts of fiscal consolidation and adjustment measures in a number of higher-income economies; (iv) presents the costs of a universal benefit to all pregnant women in 57 low and middle income countries; and (v) calls for the expansion of maternity protection to accelerate progress on women’s rights and enhancing the well-being of new mothers, promoting inclusive development and social justice.

Addressing the Global Health Crisis: Universal Health Protection Policies

This policy paper (i) examines the dimensions of the global health crisis based on severe deficits in health protection and limited access to needed health care; (ii) presents the extent of the health crisis at global, regional and national level as well as rural/urban divergences within countries and their root causes; (iii) suggests policy options to address the health protection crisis using the framework of national social protection floors by focusing on inclusive legislation and adequate financing as well as making quality services available and providing financial protection; (iv) concludes that progressing towards universal health protection is possible by developing a three step approach that yields highest rates of returns in terms of sustainability, economic growth and equity. The Annexes present global data on total health expenditure, health coverage and skilled health workers for 171 countries.

This policy paper: (i) examines IMF government spending projections for 181 countries, identifying two main phases: fiscal expansion (2008-2009) and fiscal consolidation (2010 onwards); (ii) presents the main adjustment measures considered since 2010 and their adverse socio-economic impacts in both high income and developing countries; (iii) analyses divergent trends in social protection across regions, focusing on the positive expansion of social protection floors in a majority of developing countries; (iv) reviews potential areas of fiscal space for the necessary extension of social protection systems; and (v) presents the developmental arguments to invest in social protection in pursuit of crisis recovery, inclusive development and social justice.
