Essential health care is frequently provided in countries where resources are scarce and statistical data limited, particularly regarding utilization rates and related health-care costs. Costing the extension of essential health care to achieve universal coverage is thus hindered, which might be considered as an obstacle to progress in this field. This report provides concepts and recommendations for a macro approach to assessing the cost of providing essential health care to a population.

South-South Cooperation and Decent Work: Good Practices

The Good Practices Guide on South-South and Triangular Cooperation is part of the ILO's commitment to the promotion of South-South and triangular cooperation, and is targeted at governments, workers, employers, and civil society to help them learn from initiatives based on southern solutions that have proven effective in promoting decent work. SSTC provides an important mechanism to leverage resources and expertise – in particular by facilitating the transfer of knowledge and experience of the world of work in the Global South. It is necessary to systematize the collection and dissemination of such projects. Knowledge sharing is central to South-South and triangular cooperation, and greater visibility needs to be given to scalable and replicable initiatives through a good practices guide accessible on the web.

This article seeks to provide evidence on the fact that older workers constitute a non-homogeneous group concerning health challenges. It analyses the impacts of ill health of those concerned on work and income and argues to remove barriers faced by older workers when accessing labour markets and health care. Finally, it discusses comprehensive policy approaches that have the potential to address the issues faced by older workers.

This document lays out the social security strategy of the International Labour Organization on the extension of social security. The ILO's two-dimensional strategy provides clear guidance on the future development of social security in countries at all levels of development. Its horizontal dimension aims at establishing and maintaining social protection floors as a fundamental element of national social security systems. The vertical dimension aims at pursuing strategies for the extension of social security that progressively ensure higher levels of social security to as many people as possible, guided by ILO social security standards. Together, these two dimensions aim at building comprehensive social security systems in line with national priorities, resources and circumstances.
