Aligning Skills Development and National Social Protection Systems.

Coordination between social protection, employment and skills policies is a hallmark of systems that successfully empower individuals to deal with important work and life transitions.

This paper provides initial information and examples on how social protection can be complemented by skills interventions to achieve better and more lasting outcomes in terms of decent work and a decent life. It seeks to develop a systematic conceptual framework on how social protection and skills development can reinforce each other to support employability, resilience and capacity for transition.
