Review of the Operational Manuals and Guidelines of the Basic Social Subsidy Programme (PSSB): the position of the Mozambican Civil Society Platform for Social Protection (PSCM-PS)

With technical support from the ILO and funding from the Embassy of Ireland, the PSCM-PS developed this policy brief, which outlines a series of recommendations for contributing to the ongoing reform process of PSSB’s Operational Manuals and Guidelines that is led by the Ministry of Gender, Children and Social Action (MGCAS) and its implementing agency, the National Institute of Social Action (INAS). It was elaborated on the basis of several consultations carried out with relevant civil society organizations, community committees and beneficiaries to identify key obstacles and areas that could be strengthened regarding the access, administrative procedures and mechanisms related to the implementation of PSSB.
