Implementation of the labour force survey in Yemen: Public-Private Partnership

The ILO, with financial support from Silatech, applied its international technical expertise to build the capacity of the Yemen Central Statistical Office (CSO) in order to establish a sustainable Labour Market Information System (LMIS) to generate regular, high-quality labour market data that meets international standards. The LMIS also serves to enhance the capacity of the Ministry of Social Affairs and Labour (MOSAL) to analyse and disseminate comprehensive data to support the ministry’s activities in labour-market monitoring, policy-oriented analysis and policy formulation.

Women's Entrepreneurship Development in Yemen: Public-Private Partnership

The Small and Medium Enterprise Promotion Service (SMEPS), Yemen’s national agency promoting small and micro-enterprises and a subsidiary of the Social Fund for Development, recently embarked on an initiative to economically empower women and to facilitate their access to microfinance by building their capacity to open a business or to improve existing ones. It entered into a contractual agreement with the Soul for Development Organization, the SEEDS Institute, the Bena’a Consultancy and Training Institute and the Impact Institute, to deliver business management training. This training targeted existing and potential women entrepreneurs in order to build further links with microfinance institutions. Given ILO’s experience in enterprise development in general and women entrepreneurship specifically, SMEPS approached the ILO to extend its technical assistance in this field.

Support to the Yemeni Ministry of Social Affairs and Labour in Labour Market Information and Employment Policy: Public-Private Partnership

In 2006, the ILO and the United Nations Development Programme (UNDP) helped Yemen formulate a Labour Market Information System and Human Resource Development Strategy. Based on this framework, a project was launched to enhance Yemen’s capacity in statistical research, labour market monitoring, and policy-oriented analysis, laying the groundwork for making timely and reliable labour market information generally available.

The Taqeem Fund: Results-based monitoring and evaluation for youth employment in the MENA region: Public-Private Partnership

To support youth employment initiatives and improving the effectiveness of their programs, the ILO initiated work on results-based monitoring and evaluation. This new public-private partnership (PPP) supports a select group of small and medium-sized youth employment organizations from the Middle East and North Africa region to develop strategies and provide evidence of their impact, through cost-effective and mass-market technology-based tools. The results are promoted to a broader community of policymakers, practitioners and funders. The Taqeem (wich means “evaluation” in Arabic) Community of Practice (CoP) is a group of fifteen youth employment organizations pioneering new approaches to build capacity in the MENA region to measure and monitor the impact of national programmes.
