The Strategy for Social Protection of the Population of the Republic of Uzbekistan approved
The President of Uzbekistan signed a Decree dated July 25, 2022 “On approval of the Strategy for social protection of the population of the Republic of Uzbekistan”.
The Strategy envisages the creation of a system guaranteeing a minimum level of social protection for all citizens in accordance with the ILO Recommendation No. 202 on social protection floors.
The document defines the priority areas of social protection of the population:
Until March 1, 2023, a list of minimum social services guaranteed by the state and provided free of charge will be formed and submitted for approval to the Cabinet of Ministers. And by July 1, 2023, the standards for the provision of these services will be approved.
The Presidential Decree approved the Strategy for Social Protection of the Population of the Republic of Uzbekistan, Target indicators of the Strategy, as well as the Roadmap for the implementation of the Strategy in 2022-2023. From 2024, the road maps will be approved by the Cabinet of Ministers every two years.
The document defines the priority areas of social protection of the population:
- coverage by social assistance programs of all families and persons in need of it, and who meet the criteria for the appointment of social benefits;
- expanding the possibility of using mandatory social guarantees, including types of social protection through the digitalization of the sphere, introducing the principles of openness and transparency in these processes;
- provision of mandatory social guarantees and strengthening of social protection of needy segments of the population;
- a phased transition to a social model of establishing disability, as well as ensuring the employment of persons with disabilities and disabilities;
- provision of modern prosthetic and orthopedic products and means of rehabilitation to needy segments of the population;
- introduction of the practice of providing social services to the population directly at the mahalla level.
