Actuarial Assessment of the Pension System in the Kyrgyz Republic

The Social Fund of the Kyrgyz Republic has requested ILO's technical assistance to expand the capacity of the dedicated personnel to conduct actuarial assessment and produce evidence for decision making about future of the pension system based on international social security standards.

Pension system of the Kyrgyz Republic provides for universal coverage of all eligible population.  However due to changing economic and labour market conditions, faced with significant share of population in informal employment, decreased ability of workers to contribute to social insurance and migration of population the capacity of the system to provide adequate old -age benefits may be compromised in the medium and long-term.

Recognising these challenges, the Social Fund requested ILO's technical assistance to expand the capacity of dedicated personnel to conduct actuarial assessment and produce evidence for decision making about future of the pension system based on international social security standards.

“The assessment of sustainability and adequacy of the Kyrgyz pension system aims to promote old-age income security and align the national system with the international social security standards, says Jasmina Papa, ILO Moscow social protection specialist. “Symbolically, the agreement was reached on the eve of World's Social Justice Day. Behind this symbolic act, there is a real commitment of constituents to maintain the universal access to social protection rights and explore routes to achieve adequacy of benefits.”
