National Employment Strategy Discussed in Armenia

On 24 October, the Ministry of Labour and Social Affairs of Armenia, in cooperation with the ILO, organized a tripartite workshop on the development of the new National Employment Strategy (NES).

Representatives of different Ministries and State bodies participated at the Workshop. From the ILO side  Aurelio Parisotto from the ILO HQ, Ramiro Pizarro from the ILO DWT/CO in Moscow, YEP CYS Project,  Frédéric Lapeyre and Duncan Campbell contributed to the workshop.

In his greeting words Arman Udumyan, Deputy Minister of Labour and Social Affairs, mentioned the important role of the National Employment Strategy in the national economy development.  He also expressed that new strategy will help to enhance the institutional capacity of the Public Employment Service and promote youth employment, and at the same time identify economic specialization by sectors to increase exports.

Aurelio Parisotto, head of EMP/CEPOL Unit (ILO Headquarters in Geneva), spoke about the ILO’s support to the development of National Employment Polices and the ILO’s approach to comprehensive employment policies. He pointed out the links between different national policies such as investment and sectoral development, human resource development polices, active labour market polices and support to enterprise development.

The social partners – the Republican Union of Employers of Armenia and the Confederation of Trade Unions of Armenia – spoke about the gaps in the implementation of the previous Employment Strategy and outlined priorities for the new NES. They also made suggestions on improving the strategy development process.

As a result of the workshop the participants identified NES priorities, thus laying the basis for further cooperation on the current Employment Strategy assessment and the new NES development.
