Promoting decent work for young people through Regional Pacts and partnerships within and across the Regions of the Russian Federation

On 16 August, the ILO Moscow Office held a meeting to coordinate the implementation of the youth employment priorities of a number of Regions of the Russian Federation. This work is supported by the project “Partnerships for Youth Employment in the CIS”, a landmark public-private partnership between ILO and Lukoil.

The meeting was chaired by the Director of the ILO Decent Work Team for Eastern Europe and Central Asia, Ms Olga Koulaeva, and Mikhail Pouchkin, Senior Employment Specialist of the ILO Moscow office. The Russian Federation was represented by Mr Mikhail Kirsanov, Director of the Employment Department of the Ministry of Labour and Social Protection, and Mr Denis Vasiliev, Deputy Head of the Federal Service of Labour and Employment (ROSTRUD), and by senior management of the agencies responsible for employment of the Astrakhan Region, the Republic of Komi, the Republic of Kalmykia, the Khanty-Mansi Autonomous Region, the Republic of Bashkortostan and the Kaliningrad Region.

Mr. Gianni Rosas,Director of the ILO Office for Italy and San Marino, ILO Youth Employment Coordinator for Europe, introduced the importance of building local partnerships in order to provide decent work for young people.

During the meeting, Ms Elza Nakhatinova, Deputy Minister, Ministry of Social Development, Labour and Employment of the Republic of Kalmykia, introduced the Republic’s experience in building youth employment partnerships and enhancing public private initiatives to boost decent work opportunities for young people. Ms. Svetlana Zapankova, Deputy Minister of Social Policy of the Kaliningrad Region, presented the latest initiative for improving services for young people at early stage, monitoring the youth pathway from school to work before they access to the employment services.

Mr Ramiz Azizov, Head of Public Employment Service of Astrakhan Region, explained the work of the PES in the organization of internships for young people in the Region. He also illustrated a series of training initiatives for young people. In addition, he mentioned a new entrepreneurship programme for young people to be launched soon.

Mr. Ilya Semyashkin, Ministry of Labour, Employment and Social Protection of the Republic of Komi, and Aleksey Varlakov, Head of the Labour and Employment Department of the Khanty-Mansi Autonomous Region, stated that their departments’ staff members require tailor made training on how to better adapt existing services and programmes to young people’s demands and interests. They also highlighted the importance of giving a voice to the local youth organizations.

Mr. Fanur Shaykhislamov, Deputy Minister of Ministry of Family, Labour and Social Protection of Population of the Republic of Bashkortostan, mentioned that his region is focusing on an active employment policy, including youth employment, which is being developed via interdepartmental coordination mechanisms, and that the most important direction is the professional orientation of young people. He invited the meeting participants to the International Forum on the Future of Work to be held in Ufa in February 2019, which coincides with the 100th anniversary of the ILO and the 100th anniversary of the Republic as an autonomous region of the Russian Federation.

At the closing of the meeting Mr. Gianni Rosas and Ramiro Pizarro, ILO-Moscow Project Manager, emphasised how networking among the different regions add value to the work undertaken at the regional level.
