Good Start for Implementing the New Law on Social Dialogue
Trade unions’ and employers’ representatives met on 13-14 February at Issyk Kul, Kyrgyz Republic, to discuss how the new Law on Social Dialogue could be filled with life. In Kyrgyzstan the year 2004 has been declared a Year for Social Mobilization and Responsible Management.
The bipartite seminar entitled “Social Partnership in Transition Economies: Experiences and Perspectives” demonstrated clearly that the two social partners are not only willing to give concrete inputs to the development of the Social Dialogue in the country; it showed that they have gained considerable competence in doing so. Titles of presentations speak for themselves: “Trade Union – Employer: practice of mutually beneficial relations”, “Social partnership at different levels: national, sector and enterprise”, “Legal framework of social partnership” - to name only a few.
For the International Labour Organization that can be seen as a clear proof, that its work in the country will be based on all three constituents. The tripartite principle is a guarantee that the Decent Work Agenda of the ILO will be a implemented. Social Contract can be seen as an affirmation of social solidarity of all three social partners in their efforts to resolve the most pressing problem - the widespread poverty in the Republic.
