Strength in partnership in the Philippines through enhanced community

Decades of armed conflict led to loss of confidence and trust of people in Mindanao not only on the government and the community but also on themselves. It was in this context that a participatory approach for community owned and managed projects made a big sense. The International Labour Organization (ILO), in partnership with the Bangsamoro Development Agency (BDA) has implemented the Programme for Local Economic Development through Enhanced Governance and Grassroots Empowerment or PLEDGE in 2012-2016.

Community ownership was a major component along with sustainable livelihoods and building the capacity of the BDA. Funded by the Mindanao Trust Fund (MTF), PLEDGE has supported confidence and peace-building efforts through local economic development.

The Mindanao Trust Fund is a multi-donor grant facility by the European Union, Sweden, Australia, Canada, United States, New Zealand and the World Bank.
