Enhanced Climate Information Monitoring and Early Warning Systems in the CCAP Priority Areas

Agusan del Norte is now among the few provinces in the Philippines well-equipped for Climate Information Monitoring and Early Warning. Three (3) new Automatic Weather Stations were installed by the Department of Science of Technology-Caraga Regional Office mid-March 2011 in the Municipalities of Buenavista, Jabonga and Las Nieves under its collaboration with the International Labour Organization and the Office of Civil Defense-Caraga re Establishment of Early Warning Systems in the priority municipalities of the MDGF 1656 Outcome 3.4 Climate Change Adaptation Demonstration Project (CCAP). Another AWS was installed early this month by DOST-PAGASA in the remaining CCAP priority municipality of Remedios T. Romualdez. With these AWSs are 15 rain gauges, 11 water level/tide gauges again installed by DOST-Caraga and 10 Flood Warning Signages installed by OCD-Caraga.

Designated observers from the local government unit, barangay councils and partner community-based/farmers associations in the four municipalities will be trained starting next week on the observation, recording and transmission of data from these devices. They will also be crafting the localized protocol for early warning to be followed in cases of floods.

The ILO-led CCAP is a component of the United Nations-Government of Philippines Joint Programme on Strengthening Institutional Capacities to Adapt to Climate Change funded by the Government of Spain through the UN-MDG Achievement Fund. The CCAP is implemented by the ILO with partners Department of Trade and Industry, Department of Labor and Employment and Province of Agusan del Norte.
