National tripartite feedback e-forum towards the ratification of ILO Convention 190

The Department of Labor and Employment (DOLE) Technical Working Committee on the Ratification of C190, in collaboration with ILO organized a national tripartite feedback forum. Labour Secretary Silvestre Bello opened the forum attended by more than a hundred representatives from government, workers, employers and partners from all over the Philippines.

The Department of Labor and Employment (DOLE) Technical Working Committee on the Ratification of C190 (TWC), in collaboration with the International Labour Organization (ILO) organized a national tripartite feedback e-forum held on 19 February 2021. The e-forum discussed ratification of the Violence and Harassment Convention, 2019 (No. 190). The DOLE TWC presented preliminary results of the gaps analysis on C190.

Over a hundred stakeholders joined representing government, workers, and employers - the tripartite and social partners from all over the country. DOLE Secretary Bello opened the e-forum. Mr Jajoon Coue, Specialist on International Labour Standards and Labour Law of the ILO Regional Office for Asia and the Pacific, presented salient points of C190 while the DOLE TWC covered preliminary results of the gaps analysis on C190.

Overall strong support for ratification was heard from the participants. Among the participants who spoke, there was a strong support for ratification. The DOLE TWC on Ratification of C190 repeatedly stated the need to push ratification forward.
Many questions were discussed about specific items of C190, especially in aligning existing laws and mechanisms with C190, labour inspection, coverage of informal sector, and how this will be operationalized abroad such as in the case of migrant domestic workers.

Some key resolutions on ways forward are expanding the TWC to include other government agencies aside from DOLE, social partners and stakeholders. The ILO Country Office for the Philippines and the UN Women Philippines will be included in the expanded TWC, as agreed at the consultation with the TWC held earlier on 5 February 2021.

The expanded TWC will organize more consultations and public information campaigns to promote awareness and drum up support for ratification. ILO and UN Women through the Safe and Fair Migration Programme will partner with the TWC.
