Capacity building on occupational safety and health for tripartite councils - government, employers and workers in Mindanao
Recognizing the critical role of tripartite councils - government, employers and workers, in increasing awareness on OSH at the regional and sectoral levels, the SafeYouth@Project, in cooperation with the DOLE particularly the OSHC, BLR and BWC gathered 34 tripartite representatives including those from the youth sector to the Mindanao-leg of the training on OSH promotion.
Government officials, employers and workers from regional industry tripartite councils (ITCs) in construction, hotels and restaurants, and in agriculture joined a training to enhance their capacity on occupational safety and health (OSH). The training, in partnership with the Department of Labor and Employment (DOLE), specifically the Occupational Safety and Health Center (OSHC), the Bureau of Labor Relations (BLR) and the Bureau of Working Conditions (BWC), provided 34 participants with opportunities to assess whether their respective tripartite bodies focus on agenda relevant to OSH issues particularly among young workers.
The training featured input sessions on international labour standards on OSH and national OSH policies which provided participants with the backdrop to arrive at agenda priorities that they believed should be focused on by tripartite councils both for clarifying issues and for determining mutually-beneficial solutions. Participants were also introduced to basic OSH concepts such as OSH hazards identification through interactive workshops and a visit to a work site.
"Tripartite councils are sources of valuable information needed for more responsive OSH policies and programmes," said Regional Director Joffrey Suyao of the DOLE Regional Office X - Northern Mindanao Region.He expressed his full support to the activity as he welcomed the participants to Cagayan de Oro. Tripartite councils in the Philippines are integral to the policy-making process of the country. These consultative and advisory bodies which are established at the regional, industry and national levels are involved by the DOLE in addressing a wide-range of issues related to work and workplaces. These mechanisms now involve youth representatives, which is proven to be effective in ensuring policies that remain responsive to current and emerging issues on work, including issues related to safety and health at work.
The ILO SafeYouth@Work Project supported the training and capacity building of tripartite councils in Mindanao. Funded by the United States Department of Labor (USDOL), the project aims to improve the occupational safety and health conditions in the Philippines especially among young workers, and to promote a culture of prevention.
Funding is provided by the United States Department of Labor under cooperative agreement number IL-26690-14-75-K-11.
