Building a Better Normal for MSMEs in the Manufacturing & Support Industries in the Philippines

Call for Proposals: Research on “Unlocking opportunities to build a Better normal: Toward gender responsive and resilient MSMEs in the manufacturing & support industries in the Philippines”

The ILO would like to engage a consultant/s or an institution for the research on the recovery of MSMEs in the manufacturing sector and supporting industries along its value chain, to further assess challenges posed by Covid19 pandemic and corresponding opportunities for MSMEs to innovate, become more resilient and sustainable in the better normal, with particular attention to supporting women workers and entrepreneurs. Interested parties must submit their proposal on Wednesday, 04 November 2020, 5:00 pm Manila time.

The United Nations in the Philippines, through collaboration of the International Labour Organization (ILO), the United Nations Industrial Development Organization (UNIDO) and United Nations Entity for Gender Equality and the Empowerment of Women (UNWomen), aims to undertake research towards implementing an evidence-based Socio-economic and Peace Framework (SEPF) in the Philippines. With the current situation brought about by the Covid-19 pandemic, it is noted that the socio-economic impact of its devastating effects is heaviest among the most vulnerable, marginalized and underserved sectors and communities, and in this case, the Philippine MSMEs. The research aims to understand and assess the evolving impacts and unique challenges posed by the Covid19 pandemic on the MSMEs in the key manufacturing subsectors and related support industries in the value chain. The synthesis and analysis will be geared towards seeking opportunities to capitalize on the momentum created by the pandemic to recover and rebuilt towards a better normal, promoting the creation of gender inclusive, greener industries and decent jobs. With these, the research will likewise complement the Government’s efforts under “We Recover as One” where government priorities highlighted for MSMEs.

The research output is expected to be launched by 15 December 2020.

The interested candidates must submit their short proposal with the following:

i) proposed workplan,
ii) proposed budget with indicative breakdown, and
iii) qualifications and relevant experience of consultant/s and/or institution (include CV/s as annex).

The short proposal must be submitted through Ms. Georginia Pascual, Project Coordinator of ILO CO-Manila at pascualg@ilo.org, no later than Wednesday, 04 November 2020, 5.00 p.m. Manila time. Only shortlisted candidates will be contacted for short interviews for the final selection.
