The Spanish Strategy for Safety and Health at Work 2023-2027 has been approved

Government and social partners have agreed on the new strategy after 18 months of negotiation.

The Spanish Strategy for Safety and Health at Work 2023-2027, the result of the tripartite social dialogue between the Government, Autonomous Communities, employers and trade unions, has been presented. The presentation ceremony, held on 23 February, was attended by the Director of the ILO Office for Spain, Félix Peinado.

The Strategy has six strategic objectives:
  • Improve the prevention of accidents at work and occupational diseases.
  • Manage the changes derived from new forms of work organisation, demographic evolution and climate change.
  • Improving health and safety management in SMEs, a commitment to integration and training in occupational risk prevention.
  • Strengthen the protection of the most vulnerable workers.
  • Introduce the gender perspective in the field of health and safety at work.
  • Strengthen the national occupational health and safety system in order to successfully face future crises.
In line with ILO Convention 189 to improve the protection of domestic workers, the Strategy envisages the development of guidance criteria for risk management in home care services and domestic workers.

Another noteworthy aspect from the ILO's perspective is the inclusion of mental health and, in general, special attention to the identification, assessment and prevention of psychosocial risks. In this regard, ILO Convention 190 on violence and harassment in the workplace, ratified by Spain in 2022, establishes policies and measures to prevent and address violence and harassment in the world of work, including the associated psychosocial risks.

At this point we must also remember that the right to a safe and healthy working environment has been included in the Fundamental Principles and Rights at Work in a landmark decision of the 110th International Labour Conference of the ILO, held in Geneva in June 2022.
