Migrants Rights and Decent Work Project (MIRIDEW)

The project focuses on strengthening service delivery capacity of diplomatic missions in major destination countries; supporting Government of Nepal to be prepared and positioned better in regional and global migration related fora and reflect back its commitments; and promote new destinations or sectors in existing destinations for low-skilled Nepalese workers.

The overall goal of the project is to support the migrant workers and their families with better protection through democratic institutions in Nepal, and that they benefit from decent working conditions abroad.

The main objective of the project is to strengthen support systems of the Government of Nepal in order to better protect the rights of Nepali migrant workers, and boost benefits of labour migration.

Outcome 1: To have monitoring mechanism in place for key labour migration indicators

Outputs:
  • Technical support to the National Planning Commission and Ministry of Labour, Employment and Social Security (MoLESS) to improve monitoring and reporting on Sustainable Development Goals (SDGs) related to labour migration (8.8, 1..7 & 10.c)
  • Technical support provided to Department of Foreign Employment (DoFE) to standardized skills categorization in Foreign Employment Information Management System  (FEIMS)
  • Technical support provided to Foreign Employment Promotion Board (FEPB) to develop database on deaths and injuries faced by Nepali migrant workers

Outcome 2: Bilateral and regional mechanisms strengthened to improve Nepali migrant workers’ access to better jobs

Outputs:
  • MoLESS prepared for formalization of new labour markets for low skilled workers
  • MoLESS (close collaboration with Ministry of Foreign Affairs) develops system to respond to migration related policy trends in countries of destination

Outcome 3: Nepali consular and diplomatic missions in country of destinations provide effective support services to Nepali migrant workers

Outputs:
  • Government of Nepal (MoFA & MoLESS) developed and piloted operational guidelines for Nepali consular and diplomatic missions (including training, reporting in FEIMS and handbook on mass evacuation)
  • Missions benefit from increased coordination with non-governmental support structures, including from support structures for women migrants, in countries of destination (mobilization  of missions and civil society organizations)

Outcome 4: Effectively engaged with regional and global policy dialogues on labour migration and implemented relevant policy outcomes

Outputs:
  • Developed a national position, including priorities and concrete messages for the regional and global policy dialogues on labour migrations (advisory team, consultations at different level, concretizing priorities)
  • Global and regional policy dialogues on labour migration reflected in policy making process of the GoN (gap analysis and implementation of action points of GCM, CP, ADD, SAARC)

Major deliverables:

  • Reporting mechanism and system for labour migration related SDG indicators
  • Detail labour market analysis of three new destinations/sectors for low skilled Nepali workers
  • Skills classification in FEIMS in line with international standard
  • Robust database system with FEPB
  • Capacity/operational gap assessment of 3 Nepali missions (Malaysia, Qatar and Kuwait)
  • Operational guideline with clear roles and responsibilities and workflow for missions
  • Training/orientation to mission staff on operational guideline
  • Missions' outreach system development in destinations for supporting Nepali workers
  • System and practice of policy change review and action points by MoLESS
  • Handbook on Mass Evacuation
  • Mechanism at MoLESS to concretize regional/global policy engagement  and reflecting back for implementation (Advisory team or support system)
