Actuarial Studies for the Establishment of Social Security Schemes (ASSESS): ILO Technical Assistance to the Social Security Fund in Nepal

With funding from the Government of Japan, the project contributes to the constituents’ efforts for improved quality and financial viability of social security schemes to be designed and implemented by the Social Security Fund (SSF), Ministry of Labour and Employment (MoLE). The designing of five social security schemes related to unemployment benefits, maternity benefits, medical care, sickness benefits, and employment injury benefits are based on the actuarial analysis carried out for these schemes.

Project background

The ILO is providing technical assistance to the Ministry of Labour and Employment and the Social Security Fund Secretariat in Nepal to the actuarial analysis concerning the five schemes to be created and implemented for the benefit of contributor workers in Nepal. These five social security schemes related to unemployment benefits, maternity benefits, medical care, sickness benefits, and employment injury benefits are based on the actuarial analysis carried out for these schemes.

Project outputs

The major outputs of the project are:
  1. Accountability framework established and operationalized under SSF for constituents’ ownership of the process and results of the actuarial analysis.
  2. The SSF Board members and relevant stakeholders are able to provide informed inputs for the actuarial analysis.
  3. Individual actuarial reports for each of the five social security schemes (unemployment benefit, maternity benefit, medical care, sickness benefit, and employment injury benefit) presenting the methodology and results of each actuarial valuation with endorsement from SSF Board.
  4. Stakeholders’ and intended beneficiaries are able to undertake evidence based advocacy for the implementation of the schemes.

Target beneficiaries

The ultimate beneficiaries are women and men workers and their families covered by the social security schemes to be implemented by SSF.
