Background

The International Labour Organization (ILO) is a UN specialized agency dealing with work and work place issues, and related rights and standards. Its overarching goal is to achieve decent work for all so that everyone benefits from working conditions that offer freedom, equity, security and human dignity. The Decent Work  Country Programme in Nepal focuses on promoting employment-centric inclusive growth, improving labour market governance and industrial relations, and promoting international labour standards, fundamental principles and rights at work.

2016 marks the 50th Anniversary of the ILO in Nepal. Nepal became a member of the ILO in 1966 and since then the ILO’s partnership with Nepal has evolved significantly and achieved many positive results. The 50th anniversary of partnership between the ILO and Nepal provides an excellent opportunity to reflect on the achievements of the past, and to increase visibility about the work of the tripartite constituents and raise awareness about their indispensable role in the development of Nepal.

In December 2016, the first visit of an ILO Director-General to Nepal will take place. It is an opportune moment to celebrate the achievements of the ILO and its constituents in Nepal and to reflect on the future decent work agenda in Nepal.

In this pretext, the Country Office in Nepal is planning to celebrate its 50 years in Nepal by organizing various events and seeking services of communication expert to help the office to produce communication materials and raise awareness nation-wide of the ILO’s current work and its relevance in the decades ahead.

Objective of the Assignment

The objective of the assignment is to provide expert services for getting the organization’s message out to its various partners such as the government of Nepal, the social partners, development partners, media and the public - through effective communications, quality materials production and dissemination.

Scope of work

The consultant will work closely with the Director and Programme Officers, Communication Focal Person, Project Managers and other staff members, under the direct supervision of the Director and guidance of the Senior Adviser of the ILO@50 in Nepal event task force. The consultant will also be liaising with the Regional Communication as and when necessary. 

Specifically, the consultant will be responsible for:
•    Assist ILO Nepal staff to manage ILO Nepal online and social media presence by regularly updating ILO Nepal country, project and event pages and featuring at least one human story every month
•    Develop and maintain national and international media contact list (in Nepal) for media orientation and the ILO@50 in Nepal celebration events
•    Develop a roster of freelance journalists, photographers, videographers, publishers in Nepal and maintain effective working relationships with media
•    Draft speeches and talking points for the Director and other high level delegation from Regional Office/Head Quarter, media advisories, press releases etc
•    Support the office to edit and produce fact sheets, policy briefs, newsletters, brochures, (including audio, video and website materials)
•    Support the office in preparing an assessment of past and current work related to the Sustainable Development Goals
•    Prepare a dynamic PowerPoint presentation to be presented at a High-Level event on 14 December 2016
•    Support to prepare a photo booklet for the ILO@50 celebration event
•    Support the conceptualization and organization of four media thematic round-tables to take place between the last week of November and 9 December 2016
•    Develop terms of reference and provide input while editing the short video for the ILO@50 event
•    Closely work with programme staff to identify aspects of their work of potential interest to the media and publish two articles
•    Support to organize press conferences, media interviews and other public information opportunities as required
•    Contribute to identify new and creative ways to enhance visibility and outreach of  public awareness on ILO’s areas of work
•    Monitor national media for relevant stories for the ILO Daily Press Review.

Expected Deliverables

•    CO-Kathmandu Website has up-to-date information with at least one human story uploaded every month
•    Twitters and social media presence on ILO@50 event and Director General visit
•    At least two feature articles commissioned on the country’s priority areas of work related to Decent Work in Nepal
•    Consolidated national media contacts list developed
•    Media advisories and/or press releases produced and event pages created for all ILO@50 years’ and DG’s visit events held during the reporting period
•    Meetings with project/programme staff held to identify issues and themes interests to the media
•    Four thematic round-table discussions with media held on the identified themes
•    A roster of freelance journalists, photographers, printers in Nepal produced
•    Three factsheets produced (ILO in Nepal and two projects)
•    ToR prepared for producing video and input provided to finalize it
•    Dynamic presentation produced for the ILO@50 event
•    A photo-booklet produced
•    Draft press release prepared in coordination with local and regional ILO Communication Focal Persons
•    Press conference organized, during the visit of ILO's Director-General
•    Speeches and talking points prepared as per the needs.

Qualifications and Competencies

•    Advanced university degree in Journalism/Mass Communication or international relations or related field
•    At least 5 years’ experience working in communication/media field with some experience in development sector
•    Experience in the usage of media technology, social media for public information/advocacy
•    Experience in managing communication and media activities for national and international events would be desirable
•    Sound knowledge of development and social and economic issues in Nepal
•    General understanding of ILO’s mandate and its general areas of work
•    Excellent writing skills in English and Nepali (both orally and written)
•    Experience in dealing with the Nepali and international media
•    Excellent analytical and interpersonal skills.

Timeline 

The consultancy will be for 2.0 months period, from 20 October to 20 December 2016.

Duty station

The duty station when undertaking this assignment will be Kathmandu. The consultant will have to visit the ILO-Kathmandu office for a few hours every day. The consultant may be required to travel, depending on the needs of the assignments. The guidelines applicable to an external collaborator shall apply to the consultant.
