Comparative costs and benefits of the local resource-based approach to rural road development: synopsis of findings from Aceh

To learn from the experiences in Aceh and Nias, the ILO commissioned a study that was to give insight into the effectiveness and relevance of the Local Resource-Based approach. One of the most interesting innovations to be taken from this study is associated with the successful and effective integration of capacity building, reconstruction of infrastructure and the creation of jobs – all of which contribute to poverty reduction.

Between 2006 and 2010 the ILO with the UNDP as a Partner Agency, implemented a project titled ‘Creating Jobs: Capacity Building for Local Resource-Based Road Works in Selected Districts in NAD and Nias’ with financing in the order of $11.7 million USD from the Multi Donor Fund for Aceh and Nias (MDF). The purpose of this study was therefore to compare the approach and methods used by the project for development of rural transport infrastructure with those of other road construction activities in the area.
