Training and Employment Support Program (TESP) (Timor-Leste)
The main benefits for women and men in Timor-Leste are better access to good quality skills training and employment services linking them to better work outcomes.
The Training and Employment Support Program (TESP) is supporting the Government of Timor-Leste through the Secretariat of State for Vocational Training and Employment Policy (SEPFOPE) and the National Labour Force Development Institute (INDMO) to increase the number of people with improved skills and competencies enabling them to have better access to employment and to contribute to the growth and diversification of the economy. The TESP is jointly implemented by the ILO and SEPFOPE and funded by AusAID.
The TESP has five strategic objectives which are to:
- Improve the TVET and employment policy environment;
- Improve labour market information and workforce planning and projection;
- Expand the delivery of industry relevant competency based qualifications in priority sectors;
- Improve linkages between investment in training and the growth of selected priority economic sectors; and
- Strengthen linkages between employment services and the labour market at district level.
Commencing on 1 January 2013 the TESP is a two year programme which follows on from, and builds upon, the important ground work completed under the Youth Employment Promotion Programme (YEPP) 2008- 2012.
The TESP targets male and female beneficiaries in all 13 districts of Timor-Leste with a particular focus on ensuring that young people, women and people with disabilities have access to good quality, industry linked training leading to productive work outcomes.
