Timor-Leste Labour Market Information Systems Project – Phase I Extension (Timor-Leste)

Irish Aid has been providing funding for ILO’s technical assistance to the Government of Timor-Leste in the area of Labour Market Information during December 2006-December 2008. During this period, a Labour Market Information Department (LMI) was created within the Secretariat of State for Vocational Training and Employment (SEFOPE).

Project description

The LMI Department, with technical assistance from the ILO, is responsible for collecting and disseminating labour market information and operationalizing the computerised labour market information database (SIMU).

SEFOPE is expanding its employment-support programme to the country’s all 13 districts. In 2009, the initiatives include the youth employment promotion programme and the employment-intensive infrastructure programme. Towards an effective implementation of these programmes two twin challenges are facing the Government of Timor-Leste: 1) the lack of reliable employment data and 2) the need for improved SIMU’s functionalities and continued training to LMI Department staff.

Project strategy

The project “Timor-Leste Labour Market Information Systems Project – Phase I Extension (July – December 2009)” will provide technical assistance to the Government of Timor-Leste in the conduct of the Labour Force Survey and the dissemination of its results and continues training to the staff of the SEFOPE in the collection, management, and dissemination of labour market information. Irish Aid provides a budget support of Euro 150,000 for project implementation during July 2009 – June 2010).
