Training of Trainers for Teachers of Disabled Students on HIV/AIDS Awareness and Prevention of Violence and Harassment

Sexual violence among people with disabilities makes them vulnerable to HIV and AIDS. The Center for Improving Qualified Activity in Live of People with Disability (CIQAL) documented 144 violence cases among women in disability in Jogjakarta over the last five years.

Background

Indonesia is a developing middle-income country, where the majority of the population is strongly influenced by religion and culture. Sexuality and reproductive health are prohibited issues by social custom. A research in Indonesia found that the attitudes towards sexuality in individuals with ID is somewhat negative. Strong culture and religious beliefs and values may strongly influence that perception. Due to a high taboo on sexuality and limited knowledge of reproductive health, people with disabilities have difficulties in expressing their rights. On the other hand, when they are engaged with communities, outside their families or working in non-formal employment, they are vulnerable and can be victims of violence, especially sexual violence.

A 2019 report of the National Women Rights Commission recorded 89 cases of violence among women with disabilities. It consists in 64 percent sexual violence and 20% psychological violence, economic violence 9%, physical violence 7%. Sexual violence (rape, sexual harassment, attempts of rape) is highest among women with disabilities. Looking at the types of disabilities, violence among women physically disabled and with an intellectual disability occurred in 53 out of 89 cases (59%), much higher than for persons with other type of disabilities such as deaf people(19%). In the data on sexual violence among women with disabilities, women with , physical and intellectual disabilities experienced more cases than for other type of disabilities.

Sexual violence among people with disabilities makes them vulnerable to HIV and AIDS. The Center for Improving Qualified Activity in Live of People with Disability (CIQAL), an NGO working with disability at the local level, documented 144 violence cases among women in disability in Jogjakarta over the last 5 years. This included 102 cases of sexual violence and 36 of domestic violence and 6 cases among children with disabilities. Only 14 cases were taken to courts and offenders were punished. While the Ministry of Health has no recorded data on HIV AIDS among people living with disabilities, Jogjakarta Provincial Health Office documented 22 HIV cases among people with disabilities in Jogjakarta Province.
