Promoting National Apprenticeship through Social Media Training
The objective of this training is to strengthen capacity of youth (apprentices and union representatives) on social media so they are able to promote National Apprenticeship Program using their own experiences during the apprenticeship program.
Background
Based on Presidential Instruction No. 9/2016 on the revitalization of vocational education to improve the competitiveness and quality of workforce, 5 ministers signed an MoU on 29 November 2016. The MoU outlined a commitment to better align industries to competency-based vocational education and training. The 5 ministries involved are the Ministry of Industry, Ministry of Education and Culture, Ministry of Research, Technology and Higher Education, Ministry of Labour, and Ministry of State-owned Enterprises.In this context, one of the strategic areas of ILO’s assistance to Indonesia in the field of skills development has been to help strengthen the national apprenticeship program. There have been a number of national initiatives on apprenticeship. APINDO, the employers’ organization, has been active in promoting apprenticeship programs, and produced a guide for its members. However, while the importance and potential of apprenticeship as a means of facilitating youth employment has been recognized, apprenticeship remains a controversial subject in the country as the term for apprenticeship,
‘Pemagangan’, has been opened to interpretation and often been a subject of misuse. A renewed attempt was made in December 2016 with the (re-)launch of the national apprenticeship program by the President with a revised government regulation on apprenticeship (No. 36/2016). However, the national apprenticeship program is not yet supported by trade unions. The unclear models of national apprenticeship programs remains and is considered to be one of the main reasons holding back an up-scaling of the program.

ILO therefore, will support Ministry of Manpower to promote the National Apprenticeship Program through social media by encourage the apprentices and Union representatives to post and share information during the apprenticeship program. A social media training will be provided to the apprentices and union representatives to be able to post powerful message to promote National Apprenticeship Program.
