The Enabling Environment for Sustainable Enterprise in Timor-Leste and Policy Framework of the Chamber of Commerce and Industry Timor-Leste

With the shared goal of creating more jobs through private sector development and to enhance investment in Timor-Leste, the International Labour Organization (ILO) collaborated with the Chamber of Commerce and Industry Timor-Leste (CCI-TL) and the Coordinating Minister for Economic Affairs (MECAE) assessed the business environment in Timor-Leste.

With the shared goal of creating more jobs through private sector development and to enhance investment in Timor-Leste, the International Labour Organization (ILO) collaborated with the Chamber of Commerce and Industry Timor-Leste (CCI-TL) and the Coordinating Minister for Economic Affairs (MECAE) assessed the business environment in Timor-Leste. The survey was done in 2016 using the ILO’s Enabling Environment and Sustainable Enterprise (EESE) methodology finance by BOSS project.

The ILO’s Enabling Environment for Sustainable Enterprises (EESE) methodology will be the core material and the basis for this intervention, which is designed to:
  1. Assess the business environment by identifying and analysing constraints and opportunities in which business/enterprises operate.
  2. Design and develop proactive and comprehensive policy framework and recommendations on business reform that can reasonably expect Government action.
  3. Develop action plan and intervention on Business Reform to attract more investments in the private sectors.
  4. Assist CCI-TL to develop pro-active business reform agenda for effective engagement with Government, and action plan for monitoring of policy implementation.
  5. Improve the CCI-TL ability to present evidence based policy position, and communicate effectively to the stakeholders and Government.

The overall objectives of the intervention is to assist Government of Timor-Leste to boost investment and private sector in Timor Leste. In addition, it also intends to strengthen the capacity of the Chamber of Commerce and Industry of Timor Leste (CCITL) and its members with the ability to engage in effective policy dialogue by developing a proactive national business agenda in employment creation and enterprise development.

To share the findings of EESE survey and CCI-TL policy recommendation (Business Manifesto), the ILO organizing a workshop on 22nd November 2017 at Hotel Timor inviting CCI-TL Presidential council (including municipality), Government and other stakeholders.
