Workshop on Mainstreaming Child Labour through Education Programme in Tangerang District

The International effort to achieve education for all and the progressive elimination of child labour are still challenges. On the one hand, quality education is a key element in preventing child labour and contributes to building a protective environment for all children. On the other hand, child labour is one of the main obstacles to full-time school attendance and in the case of some part time work, may prevent children from fully benefiting from their time at school.

Background

The International effort to achieve education for all and the progressive elimination of child labour are still challenges. On the one hand, quality education is a key element in preventing child labour and contributes to building a protective environment for all children. On the other hand, child labour is one of the main obstacles to full-time school attendance and in the case of some part time work, may prevent children from fully benefiting from their time at school. Therefore, it is important to establish the link in policy making, to mainstream child labour concern into the education sector.

In Indonesia, both Ministry of Manpower and Transmigration and Ministry of Education and Culture have developed the link in their various programmes for example the child labour program to support conditional cash transfer (Program Penarikan Pekerja Anak untuk mendukung Program Keluarga Harapan). However, challenges still remain particularly in the districts due to the decentralisation. The implementation of PPA-PKH for example still faced some challenges. Not all children were referred back to schools and receive scholarship automatically due to the limited availability of scholarship. Therefore, it is important to build the link between child labour and education so children can be referred back to school by providing more scholarships to the children or free vocational skill training for older children.

ILO has developed a manual on “Mainstreaming child labour concerns in education sectors plans and programmes.” This Manual was designed to guide the planning and implementation of a national or local action and policy development on child labour and education. Through workshops on child labour and education stakeholders in can analyse the links between child labour and education and decide on steps to improve the mainstreaming of child labour in education planning. This manual will be very beneficial to use in some districts in Indonesia particularly to strengthen the child labour program (PPA-PKH) under the Ministry of Manpower and Transmigration as well as to strengthen the district action committee to develop their district action plans to eliminate child labour.

Three days workshop based on the Manual will be implemented by the related Education office of Tangerang District with the support from Ministry of Manpower and Transmigration and ILO as part of the activities to strengthen the action committee on the elimination of child labour. ILO will support the activities under the IPEC and funded by the Ministry of Foreign Affair of the Kingdom of the Netherlands.

Objective

  • To strengthen Tangerang District action committee on the elimination of Worst Forms of Child Labour (WFCL) and education stakeholders.
  • To strengthen Tangerang District action plans on the elimination of WFCL particularly on the education services and sectors to tackle child labour concerns.
