Workshop on Public-Private-Local Community Partnership Against Child Labour in Indonesia

The event aims at strengthening cooperation between child rights/child welfare NGOs, private sector’s corporate social responsibility (CSR) and governmental institutions so the social needs can be identified and fulfilled in future CSR’s activities and policy.

I. Background

With support from US Department of Labour, International Labour Organization’s International Program for the Elimination of Child Labor (ILO-IPEC) has been implementing various action programs in partnership with national and local stakeholders to support the implementation of the National Action Plan to eliminate Worst Forms of Child Labour (WFCL) in a sustainable and replicable manner.

With its efforts, many child labours related issues are already been addressed and tackled from the governmental institutions and national legal frameworks. However, despites its progress, much challenging issues remains to be done.

Since 2007, the ILO-IPEC has been supporting a number of non government organizations to withdraw children from child domestic labour, street children and child victims of trafficking for sexual exploitation and ensuring the sustainability of their withdrawal by emphasizing on better access to education. Giving educations (formal or non formal) as well as vocational skills training are the best means to enhance the future skilled workforce and contribute to the longer term of prosperous business atmosphere. With the support of private sectors and community institutions, impact of the efforts towards the above will be optimized and sustainable.

Therefore, this event aims at strengthening cooperation between child rights/child welfare NGOs, private sector’s CSR and governmental institutions so the social needs can be identified and fulfilled in future CSR’s activities and policy.

II. Objectives

The main objectives of this event are raise public awareness on child labour related issues especially to business communities and attempting to mainstream child labour concerns to CSR policies among multinational enterprises.

Furthermore, the event is aiming to address the sustainable cooperative opportunities to elimination of the worst forms of child labor in Indonesia by involving various stakeholders including public, private, international and local communities in the attempts for child labor elimination.

Commitment and involvement will be sought from relevant potential employer stakeholders, notably European Chambers of Commerce, INA as well as Indonesian key stakeholders such as APINDO. The event aims to stimulate collaboration of ‘partnership’ to seek real opportunities for these disadvantaged children.

III. Strategies of the Event

For the above purposes, ILO-IPEC will host and conduct half day dialogue exchange event among governmental, employer, trade union, international and local communities representatives of US Embassy, Ministry of Manpower and Transmigration, Ministry of Social Affairs, Ministry of National Education, European Chamber of commerce (EuroCham), American Chamber of Commerce (AmCham), Indonesian Netherlands Associations (INA), Indonesia Australia Business council (IABC), Indonesian Employers Association (APINDO), Global compact, American and European companies and NGOs in Jakarta.

The main activity will be to dialogue exchange and views on future cooperation which all parties will be participatory giving brief introduction and/or presentation on their good practice, current activities, visions and needs for social contribution.

Special assistances will be provided by the ILO/IPEC to the NGOs to develop effective NGOs’ communication means and PowerPoint to be used in event which will include information on their primary needs and concerns in sustaining their actions against child labor, especially its worst form of child labor.

An information session and background material will be provided to participants to raise their awareness on the ILO/IPEC initiative and ILO/IPEC in general.

IV. Participants

Approximately 70-80 persons from ILO’s constituents and partners will be invited to attend the event.
